De naïeve Franse politieagent Nester Patou wordt naar een rosse buurt overgeplaatst. Nadat hij ziet wat er allemaal aan de gang is belt hij het station om een inval te organiseren, om zo alle dames in de bak te kunnen gooien. Dit leidt echter tot een verstoring van het goed georganiseerde systeem dat de politie en de pooiers hebben. Nester wordt ontslagen, gaat zich bezatten in een bar, raakt bevriend met Irma en slaat haar pooier in elkaar, wat als gevolg heeft dat hij haar nieuwe pooier wordt. Nester vindt het maar niets dat Irma naar andere mannen moet, en verzint een plan.
